This is the first Cygwin release of the util-linux 2.40 series.
It features:
- /usr/bin/chrt cognizant of SCHED_IDLE and SCHED_BATCH policies [1],
- /usr/bin/rev aborts on encountering invalid UTF-8 sequences,
- /usr/bin/lastlog2, a new component of util-linux.

[1] Use of any scheduling policy other than SCHED_FIFO requires
    at least Cygwin 3.6.  This package does not need to require 3.6.
