The current set of proj-data
https://download.osgeo.org/proj/proj-data-1.20.tar.gz
is very large (746M) and cover multiple countries in all continents
so it will not be provided as Cygwin package as unlikely anyone
needs all of them.

The old proj-datumgrid is deprecated and will not be provided
anymore as Cygwin package.

DESCRIPTION
PROJ - Cartographic Projections Library and CLI

PROJ is a generic coordinate transformation software
that transforms geospatial coordinates from one coordinate
reference system (CRS) to another. This includes cartographic
projections as well as geodetic transformations.
PROJ is released under the X/MIT open source license
