Dateutils are a bunch of tools that revolve around fiddling with
dates and times on the command line with a strong focus on use cases
that arise when dealing with large amounts of financial data.

This is a bugfix release.

Features:

- zones can now be specified by their offset
- named input formats can be dates only
- allow to overspecify ywd dates

Bugfixes:

- differences absolutely less than 24 hours but on different days are
  calculated correctly
- differences on epoch based timestamps are implemented
- check if input fulfils %V/%W specs
- always ignore time zone fixups when using the “now” special
- when reading epochs do not treat 0 specially
- leap second transitions are detected properly
- datetest –isvalid also checks for fix-ups
