Log message:
	* ini.h (current_ini_sig_name):  Declare extern.
	* ini.cc (current_ini_sig_name):  New variable.
	(NoVerifyOption):  New boolean option.
	(do_remote_ini):  If sig verification not disabled, attempt to
	download the matching sig file for any setup.bz2 or setup.ini
	and use it to verify or discard the download.
