As it happens, it is available thru public cvs (who knew?)

cvs -d:pserver:anoncvs@sources.redhat.com:/cvs/cygwin login

cvs -d:pserver:anoncvs@sources.redhat.com:/cvs/cygwin co htdocs/update-setup

(I'd stick with update-setup; upset seems to dislike cygwin's perl.  But 
either fix it yourself or don't use it; remember: totally unsupported)
