move texmf-* out of test?

Hi,

As tetex-beta-20001218-4 (now in curr) and texmf-*-20000804-2 seem to
work well together, can we remove the test marker from texmf?  I
thought there was a three weeks period for test; who's keeping track
of that?

We've had some complaints, esp. wrt setup.exe suggesting to downgrade
tetex (see cygwin list of this week).
