Well that may be the way it should be, but the reality of the situation 
is this:

I just updated Emacs, teTeX*, and Openssl.  First, I observed that each 
and every one of those packages uninstall as well as hearing activity 
from my disk [most likely indicating unlinking].  Setup then proceeded 
to install all the updated packages.  My eyes and ears do not decieve me.
