Permit me to further clarify:
"When configure is checking for libintl, it wants the 
/lib/libintl(.dll)a import library."

What I want to say is:
"When configure is checking for libintl support, it is looking fot the 
/lib/libintl(.dll).a import library, not /bin/cygintl-n.dll."
