I've changed the according lines in Config.pm and repackaged,
so DB_File is no longer part of this release.  See also my mail:
<1431225869176.20020726171120@familiehaase.de> where I already
announced this.

I want to have it tagged as test for the next time, when DB4 is
out and all bugs are fixed I want to release a 'final' Cygwin
version in September (before the YAPC in Munich).  This seems
to be a long time, but I'm on vacation the whole August:-)
