Now I've noticed something, though it is not a regression - the
2.249.2.4 has the same behaviour:

1. Select 'Install from Local Directory' on the 'Choose A Download Source'
page.

2. Go all the way to the chooser page.

3. Go back to the 'Choose A Download Source' page and select 'Install
from Internet'.

4. Go to the chooser page - now if there is an upgrade for a local
package available, you won't see it i.e. in the 'New' column 'Keep' is
displayed.
