"Install-Info" not found during installing CYGIN

Note this doesn't happen for wget. I've just checked.

We had a discussion about this months ago IIRC the conclusion was for
each package to install their own info files. And for texinfo to
reinstall all the info files. (Or something similar, I'm a lazy guy and
I wouldn't have done alle the postinstall thing if someone hadn't
pointed it out).

As you can see in /etc/postinstall/wget.sh.done when wget is
installed/updated it will install the info files only if texinfo is
already installed (wget does not depend/require texinfo). Otherwise it's
texinfo's postinstall job to update the dir info.
