This is irrelevant if you have a properly installed gcc 3 & gcc-mingw.

Also irrelevant if you are using gcc2-2.95.3-10, and passing
CC='gcc-2 -mno-cygwin' CXX='g++-2 -mno-cygwin' on the configure command line
