Create a cygwin-setup mailing list?

But setup.exe shouldn't be brain science to the people producing
packages.  They should be producing setup.hint files and those files
should be pretty straightforward.

You could make the same argument about cygwin-developers and cygwin,
though.  Or even cygwin-patches and cygwin.
