setup problem - unable to install a lone source package

I've just attempted to install a single source package with the latest
setup from CVS (2.358).  Setup went through the motions, downloaded the
package, and then reported that "nothing needed to be installed".  The
source package ("textutils-2.0.21-1-src.tar.bz2", downloaded from
<ftp://archive.progeny.com/cygwin/>) was not extracted.  The source
package was the only one selected, everything else was set to "keep".
I've attached setup.log.full (bzipped).  The relevant snippets of the log
are:

output.  Not sure how to track this down further, any pointers
appreciated.
