Proposal: Remove autotool-generated files from setup CVS

I propose removing autotool-generated files from setup CVS.

Why? Because it is already required to have functioning autotools to
bootstrap libgetopt++, so keeping them around doesn't help anyone.

Why now? Because I want to remove the now-redundant concat.* from cvs, which
will require an edit to Makefile.am - hence Makefile.in will need to be
removed or regenerated.

There is already a bootstrap.sh script in the setup directory. Should I make
it recurse into libgetopt++ automatically?
