rtag failing on cygwin-apps repo

It seems you've fixed this in the repo.

Is it OK to commit stuff now?

I've been unable to reproduce this.

I have seen asserts before, but only when trying to use cvs rlog - which is
understandable, since the version of cvs on s.r.c doensn't support rlog.
