I have updated Cygwin now, latest packages, among them terminfo & file,
running the binary now works well.  Unfortunately I cannot say which
package was the problem.  It seems to be one on which proftpd depends on
runtime since I got the problem with exactely the same binary before the
update and now they disappeared.
