Package popt-1.7.1-1 ready for review

Using Nicholas Wourms' patch file and build instructions, I was able to
re-libtoolize popt-1.7.1; my meager contribution was to volunteer to do
the "grunt work" on Nicholas' behalf.

Once this package is accepted, I'll move on to releasing the rpm-devel
and rpm (textmode bugfix) packages.
