Package popt-1.7.1-1 ready for review

Well, this popt release doesn't have it's own tar ball, no. However,
rpm-4.1.1 itself is a released package. I was hoping to upgrade the
Cygwin rpm port to 4.1.1.

I'll post a diff of popt-1.7/1.7.1 to my site to review the extent
of the changes. I do know that rpm-4.1.1 requires poptSaveInt and
poptSaveLong, which aren't in popt-1.6.x.
