Setup downgrading installed test packages

Sylvain,

This issue has been discussed on the cygwin-apps mailing list before.
Unfortunately, none of the setup developers currently have the time or the
motivation to work on this feature.  As always, patches thoughtfully
considered, and, for the most part, gratefully accepted...

For the setup developers: this issue is similar, but not the same as the
"always-keep" packages that were discussed as well.  It makes much more
sense to not downgrade a test package if a person chose to install it than
it does to not upgrade some other random package.  The logic seems simpler
too.  If nobody gets to this in a couple of weeks, I'll see if I can come
up with a patch.
