No, he won't, because the webpage links directly to CVS HEAD, via CVSWeb:

http://sources.redhat.com/cgi-bin/cvsweb.cgi/~checkout~/packaging/templates/generic-build-script?content-type=text/plain&cvsroot=cygwin-apps

Therefore, the updated version is already visible.
