clisp is in section misc?

Add a section to setup.ini that doesn't conflict with the parser logic
for:
RPM database files (future planning)
apt Releases
apt Sources
apt Packages

that provides the metadata on categories.

i.e.
section-details: Net
Visible-Name: Net
Aliases: Networking
Description: "Packages in this section are primary for, and contain
extensive network related functionality. Look here to find netcat, but
not to find XFree86".
