[pakage updates] gnupg 1.2.6-2 / gnupg 1.4.0-2

According to the discussion in
   <http://cygwin.com/ml/cygwin-apps/2004-12/msg00099.html>
I prepared new gnupg packages that contain the mentioned fix
for the keyserver helper programs.

Please upload, the 1.2.6-2 version is the stable version for
cygwin and 1.4.0-2 is still a test package.

The setup.hint changed slightly because of the test version.


The source package contains the original's package detached gpg
signature of the author and detached signatures of the patch file
and the build/packaging script signed by me.
