That's correct.  /usr/lib/charset.alias SHOULD only be installed by the 
gettext package (since all the other projects which provide that file, 
get it by virtue of their local copy of the gettext sources).

Unfortunately, fileutils, texinfo, and textutils all include it -- in 
addition to gettext.  Sigh.
