Yes, I believe so.  Maybe somebody wanted to bzip-compress the .lst 
files in /etc/setup, instead of gzip-compressing them?

Well, there is a bzlib directory in winsup, separate from the one in 
setup's CVS tree.  Dunno what it's used for, tho.
