Interest in "native" Tcl/Tk/Expect/Itcl/... packages?

As Corinna wrote, Insight depends on the Windows TCL/TK version
currently included with the distribution.  I'm not aware of others but
there are more packages with the same basic requirements like Insight
for sure.

Depending already on a Cygwin version of TCL/TK is e.g. winGRASS, a GIS
application.
