  It's not doing a 'reply-all', it's asking you to confirm the subscription
request you sent to it.  It's a list-subscribe/unsubscribe address, i.e. a
bot, and should never have been subbed in the first place.  (Try putting
'kuser-ctl' into google.)

  Someone must have been playing some kind of silly game to get it
subscribed in the first place; it seems a lot like an attempt to set  up
some kind of listbombing mail loop to me....
