I have no qualms about maintaining cygwin local patches.  I already
do that for coreutils, where some patches I have made have no
chance of ever being accepted upstream.  The coreutils and tar
packages include some of the same upstream developers, so I am
already familiar with their reactions to my upstream patch posts.

I am just fine with keeping tar maintainership, and I will ensure
that tar-1.15.1-2 does not break your desired behavior.
