epstool 3.07 packaged for cygwin

Some problems:
o /usr/man should be /usr/share/man
o /usr/share/doc/epstool should be /usr/share/doc/epstool-3.07
o /usr/bin/epstool.exe should be stripped
o gsview.css from the src package is missing in the doc directory
