The setup.hint had redundant curr: and prev: lines, since the versions
incremented sanely.  But I have uploaded the tar files, and deleted
12.4.2-1, leaving 12.4.3-1 as prev.  _NOW_ you can send the
announcement to cygwin-announce (and prefixing it with
[ANNOUNCEMENT] is unnecessary; the forwarder from cygwin-announce
to cygwin takes care of that).
