Another try at plotutils packaging

One final note: plotutils-doc's setup.hint needs an external-source. 
Remember this for the next release; I've fixed the one I uploaded to 
sourceware.  (Technically, plotutils-doc need not require: cygwin, 
either, but I left that alone).
