The tarballs were prepared with the current generic-build-script.sh
from the cygwin web site.

New in the 1.6-2 version compared
to the 1.6-1 version is that this version uses the faster Fortran
cblas routines from the lapack package instead of gsl's own C implementation
of cblas. 

NOTE: The setup.hint should reflect the dependency on lapack since
the gsl dll now depends on the cycblas.dll from the lapack package.

Thanks to James Philips for providing the lapack package.
