Most packages can build against either giflib or libungif, and IIRC 
imlib is one of them (requires a rebuild on my part).

Since both packages install the same utilities and gif_lib.h header, the 
maintainer(s) should release a new libungif package without the 
utilities and header (so that, at a minimum, the dll will still be 
available to prevent breakage of existing packages) together with the 
new giflib package.
