[RFU] speex-1.2beta2-1

Here are new speex packages updating to upstream 1.2beta2. Upstream
is recommending the 1.2 beta series instead of the older 1.1.x
series.

I'm not sure what Cygwin version to use. I chose 1.2beta2-1. If this
is reasonable, please upload the new packages and leave 1.1.12-1 as
previous.
