As I do not maintain a huge number of packages I really can't comment on
what maintainers need or want.  Certainly we shouldn't waste time
designing something that's not going to be helpful.  But I do seem to
recall that Yaakov stated early in this thread that some kind of help
with renaming/splitting packages would save a great deal of work for
him, so perhaps we should wait for him or someone else with tons of
packages to comment.
