New libapr1 and libaprutil1 packages wrongly placed in release.

Yes.  Sorry.  I missed the 1.7 in the RFU.

I've moved the tar files.  Do I need to recreate the setup.hint files
too or are they unchanged between 1.5 and 1.7?
