setup.hint needs additionally sed and grep in requires as
/usr/bin/libgcrypt-config depends on it.

Packaging in general looks good, but again I would recommend to split
the package

libgcrypt         - docs and tools
libgcrypt-devel   - development
libgrypt<Version> - runtime
