Having
  foo-VER-src.tar.bz2
  foo-devel-VER.tar.bz2
without also having
  foo-VER.tar.bz2
always seems to cause problems for me, and shipping
  foo-devel-VER.tar.bz2
  foo-devel-VER-src.tar.bz2
just seems like cheating somehow.

I've removed the interdependent requires: entirely.
