This sounded so contrary to any advice that I would ever give that I
took the time to dump all of my sent email with the word "Wolff" in it,
looking for the word "announcement".  I don't see any indication that
I've ever advised you to send an announcement before receiving indication
that a package has been uploaded.

It really doesn't make sense to rely on the cygwin-announce approver to
know if something has been uploaded.

So, if I did actually advise anyone to do this, I hereby retract that
