[RFU] cloog-ppl-0.15.7-1

cloog-ppl-0.15.7-1 is available for upload.  This is a new upstream 
release.  In addition, I have fixed the installed libcloog.la file to 
remove the hard coded path to the build compiler's libstdc++.la file.
