It's not.  But it would make much more sense to combine base-cygwin and
base-passwd.  Base-files is pretty low priority in the dependency order,
in contrast to the other two.

If we combine base-cygwin and base-passwd into one, we would
have one less problem.

I volunteer to combine them into a single base-cygwin package, if
nobody knows a good reason why the functionality should stay separated.

David, would you like to take over base-files?  It's still officially
orphaned...
