[PATCH 1/2] Copy setup.exe to /bin/cygwin-setup.exe

Because Windows is suspicious of an executable with "setup" et al in its
name, I'd suggest something with an name lacking problematic strings,
e.g., "getcygwin.exe" or "not-rpm.exe".  :-)
