Meaning the installation of DTDs or entities or whatever is incomplete.
 Install required DTDs and related material properly, generate proper
catalogs, and xmllint will no longer try downloading the dtds and
thereabouts.

IOW, you've found a bug in libxml2 or the docbook* stuff.
