Yes, it appears so.  Your proposal assumes that !CYGWIN == native
windows, but -- that's already true throughout.

You're just not going to get a linux 'rebase' tool to operate on (e.g.)
your cygwin cross-compiler sysroot, at least not without rewriting a LOT
of the code. Which ain't happening.
