package uploader howto ?

looking at script get-cygwin-package mentioned here

I have identified the
   RELEASEDIR => '/sourceware/ftp/anonftp/pub/cygwin/release',
     STAGEDIR => '/sourceware/snapshot-tmp/cygwin/release/'

and uploaded the emacs-24.2.93-1 in the stage area.

One question before coping in the release area and
removing the old version:

the update of setup.ini is automatic scheduled or it requires
a specific action ?
