I'm not sure that is the best way to handle it, for a few reasons:
1) Each of those packages will need to be rebuilt to provide such a file
before it would be of any benefit, vs. isolating the changes to
rebaseall (which needs to be updated either way) which could be
shipped immediately.
2) CPAN-like systems don't arrive every day, so this list should be
static for the foreseeable future. If this were a more fluid list, I
would tend to agree with you, but in this case I think it's an overkill.
