Yep.

Not really.
The 32 bit release is in /sourceware/ftp/pub/cygwin/release,
the 64 bit in /sourceware/ftp/pub/cygwin/64bit/release.
Just upload your files to some subdir of your homedir and copy
the files over to where they belong. The home dirs are on the
same drive, so a cp -rplf will do (albeit you get error messages
concerning the timestamps, nothing to worry about). Other than
that, there's no upset yet running for the 64 bit release, so
you have to create the setup64.ini files manually. You can
do that like this:
$ cd /sourceware/ftp/pub/cygwin/64bit && ./GEN-sware
