[ITA] mpfr (libmpfr-devel / libmpfr4)

Packages orphaned by David Billinghurst.

- updated to latest upstream version and patches
- TLS disabled since it doesn't work with current gcc
- compiled with current gcc4 and binutils
- linked against libgmp3 to maintain compatibility with existing packages


Please wait for RFU, upon acceptance I'll repackage with new binutils
and update Cygwin README files with maintainer info.
