cygport: RESTRICT strip should include debuginfo

Building a package that uses RESTRICT="strip" produces an error in the
postinstall phase since the ${T}/.dbgsrc.out file will not exist.  So
you then need to use RESTRICT="strip debuginfo", which seems a bit
strange.
