Changes needed on sourceware for TeX Live 2017

I'm getting ready to upload TeX Live 2017, for which there has been some 
rearrangement of the texlive collections.  The following changes need to 
be made on sourceware to accommodate this:

1. Create directories

      texlive-collection-plaingeneric
      texlive-collection-plaingeneric-doc

    under noarch.

2. Move

      texlive-collection-plainextra
      texlive-collection-genericrecommended
      texlive-collection-genericextra

    into texlive-collection-plaingeneric.

3. Move

      texlive-collection-genericrecommended-doc
      texlive-collection-genericextra-doc

    into texlive-collection-plaingeneric-doc.

4. Move

      texlive-collection-langafrican
      texlive-collection-langindic

    into texlive-collection-langother

5. Move

      texlive-collection-omega

    into texlive-collection-formatsextra.

Could someone with sourceware access please make these changes?

Also, the attached patch updates cygwin-pkg-maint accordingly.
